The Minsk Scientific Research Department was a top secret US military research and development programme operating during the late 1990s and the early millennium. M.S.R.D headquarters was supposedly based within the Belarusian capital city of Minsk, however recently declassified files have revealed that scientists were actually stationed in a remote area just beyond the Russian border.
The true purpose of the programme has never been revealed, although the official line from Washington at the time was that scientists were attempting to achieve the positronic distillation of subatomic particles.
The programme was abruptly decommissioned after 8 years with all M.S.R.D facilities abandoned and swiftly demolished. The reason for this remains shrouded in mystery with some conspiracy theorists claiming that a major incident occurred, while U.S. officials maintain that the project simply ran out of funding.
To this day the only know department personnel are two American physicists identified simply as Max and David. Their fate remains unsolved with government insiders claiming that, after losing a toe to frost bite, David returned to normal civilian life in New York City, swearing an oath of secrecy, ensuring the truth about MINSK may never be revealed.
